The Croatian organisations brought together under the umbrella of the Clubture network initiated a regional collaboration of actors in the independent cultural sector. They were motivated by the need to realise certain more demanding programmes through collaboration with cities in the region. A fundamental aim of this programme was to establish an independent regional polycentric network of independent, non-profit organisations (NGOs) and initiatives, based on the principles of intensive collaboration and programme exchange.
